Before you do install this, create a ‘restore point’: some people have had system issues with it, because it breaks some applications & functions.
You won’t really know until you install it, but you can get back with the restore point.

Yes it is safe to install, but still there are computers having problems atter installing SP3. Though it is safe, you do not really need SP3 on your computer. As long you have SP2, your computer is fine.
SP2 we had to install, after microsoft stopped supporting SP1. Without SP2 we could not install the necessary updates and our computer would be at risk.
That is not the case with SP3. SP3 does not do anything for our computer. So up to you, when you can install it first time, please do, but when you have to retry and retry, I would not waste my time with it. Just leave it as it is
