You can’t get iso images for Windows 3.1 – it was only ever distributed on floppy disk.

You can buy a copy of Win3.1 and create your own ISO using your favorite CD burning program.
You’ll probably not find a link to a premade ISO, since (1) Win3.1 is 16 years old and (2) Microsoft still holds the copyright and won’t license it for free distribution in ISO format.
